The obligations China took on as a Security Member of the UN say they have a "Duty and Responsibility"?

al-Bashir has been visiting the CCP in Beijing and Qingdao. The UN has issued arrest warrants for War Crimes, Crimes Against Humanity and for the first time ever 3 counts of Geoncide against this man. The UN has critized the CCP for not following up their obligations as a Member of the UN Security Council to arrest this man and hold him for trail saying the CCP had a "Duty and Responsibility" to uphold the actions of the Security Council which they belong to. This is not the same as abstaining from a vote this was a action of total disregard for the laws the CCP has sworn to uphold. How does the CCP justify this and what actions should be taken to punish countries who fail to keep their obligations?
