Council and bin collections?

Right..... Our council collect the bins from outside our houses usually about 8 bins however when they finish they do not return them all back they leave them on our driveway which is private property ! When I come home I need to get out te car to move the bins to get on my drive. I've spoken to the about this about 3 times now and it's still happening. Anyone know where we stand to get it sorted? Thanks
